We are urging people to report anything suspicious around cable thefts.![]() Underground cables, which connect homes and businesses to the phone and broadband network, have been targeted by criminals in locations including the A10 Waterbeach, A1198 Cambourne, Linton, Mepal, Soham, Somersham, Wickham and Wooley. The damage caused often leaves hundreds of people without working phone or broadband for long periods of time. With the rising prices of scrap metal including copper and aluminium, cables are becoming a popular target amongst thieves. They will lift up manhole covers by grass verges or carriageways to access the underground cables often masquerading as legitimate contractors. The plastic sheathing on the cables will then be burnt in fields and the metal inside sold on. We’re working with Openreach to target suspects and areas we believe are at increased risk. What you can do: 👀 Look out for open manhole covers and be aware of bogus roadworks or suspicious activity around the covers. 👀Look out for thick acrid black smoke and fires in rural locations, this could be thieves burning the cables. 👀Cables are often pulled from the ground and dragged along farmer’s fields in order to cut them up. Be aware of this type of crop damage. Concerns or information can be reported online, quoting Op Akita. In an emergency always call 999. Northstowe Community Form
We are hosting our next Northstowe Community Forum on Wednesday 12 July at the Secondary College. Make your way to the main hall at Northstowe Secondary College, Stirling Road, Northstowe, CB24 1DJ. The Forum is from 7pm, drop-in from 6.30pm.
Come along to the forum to find out the latest on the temporary facility. AR Urbanism will also be holding a drop-in on the permanent community building from 5pm to give an update on the design of the building and hear your feedback.

Department of Education Summer HAF Programme
Children in receipt of income-related free school meals can access a holiday scheme for up to 64 hours and will be offered enriching experiences, a meal and snacks daily. Ukrainian and other refugee families are also eligible as well as families just managing financially.

Translated Newsletters for Guests
Please be aware that last week we sent the first translated Guest Newsletter out, packed with information for guests who are on our email list. Some of the items in this newsletter will have been included in the Guest Newsletter, but please do mention these items to your guests in case they have questions or need help accessing further information. We are constantly updating our email lists and if any of your guests are not yet on our list but would like to receive the new newsletter direct to their personal Inbox, then please ask them to email us at duty.communities@scambs.gov.uk
Buddying – for Families Who Want to Share
For families who are at the Moving On stage of their time in the UK and are now looking for independent accommodation, we wanted to remind people that we have a scheme to help two families share a property.
We know that private rental is very expensive locally and sharing accommodation can bring down the cost, so it is more affordable. We are encouraging guests to consider all options as renting alone may not be affordable and the availability of properties is also limited.
Sharing accommodation is an option for all guests, whether they receive benefits or not.
Our team will support people who are keen on sharing to explore the option, and we will help try to match them with another family where possible too. Guests can contact HFULiaison@Scambs.gov.uk or call on 01954 713411 for more information.
House available for buddying: We have been offered a large house in Great Wilbraham, perfect for ‘buddying’, which two families could rent together.
The house is partly furnished and has 4 bedrooms, lots of living space and an enclosed garden. The village has a number of facilities, including a village shop, a primary school and a daily bus service to Cambridge City Centre. Secondary-age children attend nearby Bottisham Village College.
The Ukraine Liaison Team can offer support with setting up the tenancy and, depending on guests’ income, may also be able to help with money towards the rent deposit and furniture. There is a local group of residents in Great Wilbraham already supporting Ukrainian refugees in the village who would be there to help. Please let your guests know there is a furniture scheme available from the Council to help with essential items when they move into independent accommodation, providing families with furniture items up to the value of £2,000. These items will be delivered directly to their new home and they can choose from the list below:
- 2-seater sofa
- 3-seater sofa
- Double bed with mattress
- Single bed with mattress
- Wardrobe
- Bedding (double and/or single), including pillows and duvet
- Cooker, including fitting
- Fridge freezer
- Under counter fridge and/or freezer
- Washing machine

Nature courses to help wellbeing of young Ukrainians
Please alert your guests who have children and teenagers aged between 8 and 17 of two free outdoor-based nature programmes which are designed to help improve the wellbeing of young Ukrainians. The two programmes will be running over the next couple of months in the South Cambridgeshire area.
For young people aged 12-17 years: At Wandlebury Country Park starting from 17 May, the 8-week Nature in Mind course will be run by Find Your Wild and supports mental wellbeing for young people in small groups (max of 12) with free outdoor activities in a woodland park setting, making the most of the natural environment. The sessions will be run by skilled activity instructors and youth workers with a Wellbeing officer who speaks Ukrainian. The course runs on Wednesdays 4-6pm beginning on 17 and 24 May, with a break for a week (half term) and then continuing to run again from 7 June to 12 July. For children aged 8-11 years: This programme is run by Forest School at Milton Country Park on Friday afternoons from 4-6pm. It aims to encourage children to learn in a natural setting to help develop their confidence and self-esteem with a programme featuring bushcraft skills, playing games, making friends, building dens, pond-dipping, treasure hunts and more. The 8-week scheme is run by Cambridge Sport Lakes Trust in partnership with the Council. Forest School learning materials will provided for children to continue learning at home. Those wishing to attend should meet at the Wild Place at Milton Country Park from 4-6pm on the following dates: 12/19/26 May, 9/16/23/30 June and 7 July.
Free English Classes at Cottenham, Sawston, Waterbeach: In partnership with A Learning Place (ALP), the Council provides free weekly English classes in Cottenham (Tuesdays 17.30), Sawston (Thursdays 16.15, 17.30, 18.45) and Waterbeach (Wednesdays 16.30, 17.40). Adults and young people can enrol; younger children welcome (toys and activities provided). Free English Classes from CamRuSS: The Council funds an English language teaching project for Ukrainian guests run by Cambridge Russian-Speaking Society (CamRuSS) at St Andrew’s Street Baptist Church, Cambridge CB2 3AR. The Society’s other services include free English language conversation group meetings, guided tours of Cambridge in Ukrainian for newly-arrived guests and a helpline for guests and hosts with a translation service available on 05603 025975 (9am-6pm weekdays & 10am-5pm Saturdays).

Ukrainian Employment Survey: Please could you make your guests aware of our Ukrainian Employment/Skills Survey. This is designed to help provide us with a picture on how we can best support guests into suitable employment. The Government has confirmed that Ukrainian refugees are able to work in the UK for up to three years. South Cambridgeshire District Council is collaborating with local partners, communities, and businesses to ensure we understand the barriers Ukrainian guests are facing in finding suitable employment.

UK Government new Emergency Alerts System

The UK government’s new Emergency Alerts system is now live.  The system will enable people to be contacted via their mobile phone when lives are in danger.Â
Emergency Alerts are sent to compatible mobile phones within an area  of risk. They don’t track your location, need your phone number, or collect  personal data, and only the emergency services can send them. An Emergency Alert is a loud, siren-like sound with a message on  your screen. If you receive an alert, read the alert carefully and follow the instructions. You can check an alert is genuine at gov.uk/alerts.
You can opt out of receiving emergency alerts; for more information on how to opt out please go to gov.uk/alerts
If you don’t have a mobile phone, you’ll still be kept informed through other channels. To find out more about Emergency Alerts, visit gov.uk/alerts
On Sunday 23 April 2023 at 3pm, there will be a national test of the Emergency Alerts service.
A UK-wide alerts test will take place at 15.00 on Sunday 23 April which will see people receive a test message on their mobile phones.

ALL Hosts to receive £500 payment from April
There is a change to Host payments from next month when ALL hosts will receive £500 per month from the Council to assist with the cost of hosting guests. Since October 2022, the Council has offered hosts an additional £150 per month to assist with the cost of hosting guests. As an opt in scheme, this required hosts to complete an additional form to receive the payment. Since then, the government has announced that once a guest has been in the UK for 12 months, the payments will increase to £500 per month.
As a high proportion of our hosts have already opted-in to receive the additional £150 and based on the government announcement, the Council has decided that it will pay ALL hosts the £500 per month from April 2023 automatically. They do not need to have hosted guests for 12 months to receive the payment and do not need to apply for the extra payment, removing the need for hosts to opt in and simplifying the administration of payments.
Changes to Host Newsletter & new Newsletter for Guests
Following general feedback from hosts and guests, and discussions at our recent Communication Consultation meeting with hosts, supporters and guests, we have looked at how we communicate with both our hosts and their guests. The feedback revealed that hosts appreciate receiving our regular information newsletters but sometimes there can be too much information to read through. There was also a recommendation that some information could be sent directly to guests.
We have recently redesigned the Host Newsletter to make it easier to skim through to the items of most interest to individual readers and we are now planning to send it out less frequently to cut back on the number of communications we send to you. We are also planning to start sending a separate newsletter directly to your guests with information that is relevant to them. We are constantly updating our email list and if any of your guests are not yet on our list but would like to receive the new newsletter, then please ask them to email us at duty.communities@scambs.gov.uk
The new Guests Newsletter will be translated into Ukrainian and will include additional information not given in the Hosts Newsletter, such as an events listing, information of general use during the time your guests are staying in the UK, and details of how to access financial and other help.
Catch-up online – Homes for Ukraine Moving On Options
On 23 March, South Cambridgeshire District Council hosted an online event to showcase the different Moving On options available to Homes for Ukraine guests, to assist them into moving on to independent accommodation. The event included a presentation given in both Ukrainian and English, and a Q&A session afterwards. Cambridge Online Job Skills Club
Cambridge Online aims to help Ukrainian refugees learn new skills and complete all the necessary stages to prepare to apply for employment in the UK at their Job Skills. Bus Travel Scheme ends but current tickets valid to 31 July: The welcome offer to newly-arriving guests of free tickets for ten days of bus travel ends tomorrow (31 March). Anyone with unused travel tickets can still make use of them up until 31 July. The tickets were made available by Stagecoach working in partnership with local councils during the initial phase of the Homes for Ukraine scheme.
Easter Holiday Fun for Guest Children: Guest families looking for Easter holiday activities for their children can book on the Easter HAF programme funded by the Department for Education, which runs between 3–14 April 2023 (excluding bank holidays). Children in receipt of income-related free school meals can access a holiday scheme for up to 16 hours which includes a daily meal and snacks. There are over 120 participating schemes.
