TMC Traffic Report

The TMC responded to 124 incidents on the road network throughout Cambridgeshire in November covering 20 weekdays. This figure is lower to that of what we reported in November 2024 and higher than the previous month.

Please see the table below which illustrates the number of incidents over the last 6 months, compared to the same period last year;

Our4 @Cambs_Traffic X account is our quickest engagement tool with the public and the interaction gives a good indication of how effective the messages are getting out to people.

Throughout November we gained 86 new followers however we lost a few which made our number drop from that of Octobers. Our profile views and post impressions increased, with our posts sent decreasing to that of October’s.

CCC – Information and Advice Service – befriending survey

Cambridgeshire County Council would appreciate local response regarding access to Information and Advice services which include an element of befriending.  

There is a short survey is online.  The online link to the survey is Information and Advice Survey – Fill out form  They are interested in hearing from people over the age of 55.

In memory of Phil King

Willingham Parish Council were very saddened to hear of the recent passing of Phil King. Phil had been a central part of the Parish Council for many years. The Chairman, Derek Law, has prepared some words in memory of Phil who will be missed by all of those involved with the Parish Council.

“Phil King served on Willingham Parish Council for over 23 years. During that time, he was Chair 3 times and Vice Chair many times, as well as being Chair of Planning and lead councillor for many projects. After taking early retirement in 2003, he had many volunteering roles in Willingham including work for the church and in WAMADS where he starred as the dame in their last panto.

I would not be writing this as the current Council Chair if I had not had the privilege of knowing and working on the council with Phil King. I first joined the council at the invitation of Bill Kirkman but it was Phil who guided me to take over from him as chair of the Planning Committee, then later as Vice Chair and finally Chair, with Phil’s assistance as Vice until he retired on health grounds last year.

Phil was a principled man who could stand his ground in any debate but always fairly; and he would happily listen to other sides once he had put his point across. He had a tremendous sense of humour, which was sometimes self-deprecating despite his wide knowledge and experience.

He was steadfast in standing up for the village against authority, as many County and District Councillors who suffered his occasionally quite literal table-banging arguments could attest.

Some years ago, when the streetlights in Willingham were being replaced, one specific street kept being overlooked. The manager in charge, when summoned to a council meeting to explain the delay, said it was because the incoming cable was Imperial and the new fixture was Metric so they could not be connected. Ray Manning recalls that Phil, who had worked in the industry, told him that not only could they be connected, but that he could provide the part numbers for the required components.

We did not always agree on what would be the best solutions for council problems, but I always enjoyed having my opinions tested against Phil’s and the lively interaction which ensued. Parish Council meetings have been quieter since he retired in July. He has been missed by those who worked alongside him, and will now be missed by all who knew him.”

Local Plan for Greater Cambridge

Cambridge City Council and South Cambridgeshire District Council are working together to create the first joint Local Plan for Greater Cambridge.

We are getting in touch to let you know that public consultation on the draft Local Plan is now open. It runs until 5pm on Friday 30 January 2026.

The Local Plan sets out how the area should develop up to 2045 and beyond, including where sites for new homes, jobs and infrastructure will go and what these places should be like. Our Plan has been informed by the thousands of comments we have received through several stages of public consultation so far.

This consultation is your opportunity to help shape the Plan, and we would like to encourage anyone with an interest in the future of the Greater Cambridge area to take part. Feedback from this consultation will help shape the final version of the Plan, which will be consulted on for a final time next year before it is submitted to Government to be examined.

How to get involved:

  • Visit our Local Plan webpage to read the proposals and comment online.
  • Paper copies are available to view at council offices and main libraries. See our Public Notice for more details.
  • Join one of our online or in-person events to ask questions – event details are on the webpage. The first of these is an introductory online webinar on Tuesday (2 December) at 6pm and you can register to attend now.

An update on the safety improvements was discussed by the Highways and Transport Committee meeting on Tuesday, 2 December. The committee papers can be found on our website and the meeting will be live streamed on our YouTube channel.    
We are committed to reviewing safe crossing points with communities and local councillors.
The committee discussed proposals for four areas to either introduce new crossing points or install other measures to help people cross the Busway safely. Locations being considered include either the Community Orchard or Manor Park, Histon as well as Rampton crossing, Over and Oxholme bridleway crossing.
In addition, new crossing points are being looked at south of Histon and Impington and at other locations where there is local support.       

Councillors also heard about the measures already in place such as the temporarily reduced speed limit along the whole Busway, a motorcyclist ban on the path, and a 15mph speed limit on the maintenance track. There has been extra warning and guidance signs added, yellow lines at bus stop platforms, and solar powered lighting at the Busway crossing points.

On the evening of Tuesday, 25 November a further drop-in event was held at Histon Baptist Church.    
Residents had an opportunity to hear about the planned installation of separation fencing, discuss potential options for a new crossing in the area, and to share their views.      We were pleased over 50 people were able to attend and share local feedback with us on the plans.  This was the third public meeting we’ve held about the safety improvements we’re undertaking along the Busway.   1 December works between Orchard Park and Impington  

Last issue we shared with you that works will start at Pagram Way (Orchard Park) up to Cambridge Road, Impington from today (Monday 1 December). The work involves digging foundations and installing posts, panels and emergency access gates. Works are expected to take 12 weeks, and we will be keeping you updated on the progress through these newsletters and on our webpage.    

During these works, the Busway will be closed and a diversion route for buses will be in place. Route A buses will be diverted at Histon and Impington along Cambridge Road, Impington and on to Histon Road into Cambridge city centre. Route B buses will also divert along Cambridge Road and then rejoin the Busway at Orchard Park.   
The maintenance track, the path which runs alongside the busway, will remain open during the work for pedestrians and cyclists. The path will be narrower than usual, so please be mindful as you pass through this area.    
We have been engaging with the bus operators throughout and we appreciate the service times will vary particularly when the A14 junction is busy. People can access real time information on the bus companies’ app and updated information on diversions is available on our website. 

Space for animals:   We’ve been working closely with an ecologist as we prepare for, and carry out, works on the Busway. We’re also working with the RSPB on our plans for fencing, particularly in areas close to their reserves.    Before starting each stage of our work, we will be checking for newts, toads and other reptile and amphibian species in the area. We plan to clear out the toad tunnels along the Busway whilst it’s closed for fencing works. This work must be done at a certain time of year to avoid disturbing the animals during hibernation season and will be completed by hand under the supervision of an ecologist.   

We are creating gaps in the bottom of the fencing between the maintenance track and the Busway around every 9m to create paths for small animals like badgers, foxes and hedgehogs. We are also keeping in mind the needs of larger mammals like deer which may need to jump over the fence or find a safe exit route with the design and placement of the separation fencing.

We know it’s frustrating when sections of the path flood, as the area between St Ives Park & Ride and Holywell often does during the winter months.     There is feasibility work underway to look at addressing the flooding, including a pontooned walkway, however, further design work is needed. Councillors will be updated on the three locations that regularly flood and the work to address the flooding is likely to take place in 2026. This issue was included in the Busway works update to the Highways and Transport Committee on Tuesday, 2 December    When the maintenance track floods, we shut the path gates and put signs in place to advise that the path is closed. For your own safety, we urge people not to try to walk along the Busway track when it’s flooded. Alternative routes are available, please check and plan your journey before setting out.     Flood gates are located at Second Drove, just after leaving St Ives Park & Ride, Holywell (Fen Drayton), and Mo Fen (Swavesey).
